CleanPSB: Best Practices in Health and Safety for New Police Facilities

In Allen, TX, a forward-thinking police department is redefining what a law enforcement facility both can and should be. Under the leadership of Chief Steve Dye and Assistant Chief Kyle Taliaferro, the Allen Police Department is transforming both its organizational culture and its physical environment to better support the holistic wellness of its officers and staff.

This transformation began with a simple but powerful idea: treat First Responders like professional athletes. The City’s officers are expected to perform in high-stakes environments at a moment’s notice. “We are making sure that they are emotionally and physically prepared to perform at the highest level, and deliver the service that our citizens demand”, said Taliaferro.

Guided by four pillars—physical, emotional, financial, and spiritual wellness—the department has made sweeping cultural changes that are now being woven into the design of its new police headquarters. The 100,000-square-foot facility is currently under construction and is the largest capital project in the City’s history.

“Chief always says the reason I want this is so that you can live long lives and enjoy your family later on. It’s not so that we look the best in our uniforms, or we perform at the highest levels. That’s not the problem. It’s the long term and how we are going to be better for our families,” Taliaferro said.

He added, “This cultural change has happened within 12 to 13 months and is also making us serve our citizens better. We don’t have the same fatigue and we’re seeing our complaints down because our officers have a better mindset. They enjoy coming to work.”

Elements of the new headquarters have been intentionally designed from this perspective. Break rooms that once divided teams across multiple floors are being consolidated to foster connection. Low-walled workstations and open floor plans encourage collaboration. Natural light is prioritized throughout the building to support emotional well-being, and wider hallways create a more open, human-centered experience.

At the heart of the design is a new performance center—a wellness space intentionally created for everyone in the department, from patrol officers to records staff. “Whether you’re a dispatcher or a career weightlifter, you’ll feel like you belong in that space,” said Taliaferro.

The new facility is also being used as a powerful recruitment tool. In a competitive hiring landscape like DFW, its thoughtful design and strong department culture are drawing attention from candidates across Texas and beyond.

But perhaps the greatest point of pride is the sense of ownership within the department.

“Your employees are your best recruiters. It doesn’t matter what profession you’re in, your employees are going to make you or break you,” said Chief Dye.

Echoing this sentiment, Assistant Chief Taliaferro added, “We want our people to feel pride in being part of the Allen Police Department. Through the hard work and dedication of our staff, our officers and our people, we are developing a reputation that people are wanting to come here. This project will be the City of Allen’s crown jewel.
